Most vehicles have settings that allow for circulated air to function as a defroster, cooler, or heater, and can be adjusted to come out by the feet, the multi-directional vents (around chest level), and those near the windshield and windows (or sometimes a combination of those locations).
The only setting where the air is only blown by the windshield is defrost.
The vents are controlled by vaccuum from the intake manifold. Check for a split rubber vac. hose on the manifold- Hope that helps.
AC VENTS are in the correct position if they are open and free flowing. Some systems have a heat and an AC position for the vents. The AC position is so the cool air discharges from the vents higher on the walls or from the dash rather than floor or windshield in a car.

Chevrolet Camaro stopped using back windshield vents in order to reduce manufacturing costs of the newer model of cars. They had no significant function other than aesthetic.
The steam could be coolant from a bad heater core.
Fuel level, heat or air conditioning up, both high and low, high only, floor only. Center vents are for air conditioning output only, no heat. Heat is designed to blow out side and floor vents only. NOT center. Center is only for air conditioning or summer vents.
You can clean the air conditioning by vacuuming out the air conditioning vents. You can also clean the air conditioning condenser vent screen.

Probably a vaccum leak. The vents default to the defrost vents (Windshield) when there is no vaccum. The main vaccum connection is on the throttle body. The thin lines become brittle and break very easily. Good luck finding the leak.
