The timing belt turns your camshaft which opens and closes the valves. If you have a non-interference head your engine will crank. If it doesn't then your valves will smash into your piston heads and something would have to break for it to turn over.
If your timing belt is broken you can definitly tell because your car will not do anything, wont crank, wont do anything. car will crank over but will not fire there is a plastic cover that can be removed part way to expose timing belt
If you think your Timing Belt broke DO NOT try to crank your car, if you continue to crank you car with a severed timing belt you will cause more damage. The only way you can tell for sure if the timing belt broke is to remove the upper timing cover and inspect the belt. If you see a naked cam sprocket your timing belt has broken and you will most likely need a top end engine rebuild.

Either your timing belt is stripped or broken. In order to have compression the camshaft and valves need to be in time with the crankshaft. If it has a distributor cap then remove it and have someone crank the engine. If the rotor does not turn then the timing belt is bad.

You aren't likely to drive anywhere with a broken timing belt because the engine will not run. Can you tow the car? Of course.
The timing belt is under the front engine cover. Access is somewhat difficult. To get at the belt, you will need to remove all the accessory belts, and the A/C belt tensioner. You will need to raise the car, remove the right front wheel and splash shield for access. You will need to remove the crank pulley. This will require a special tool which you will either have to buy or fabricate, unless you have an air ratchet large enough to get the crank pulley nut off, which will be very tight. Once that is off you can remove the timing cover and get at the timing belt.
