It is highly unlikely that a digital odometer would show a one in front of the correct mileage. It sounds like someone is trying to sell you a car and tell you it has less mileage than it really does.
If the speedometer works, but the odometer is not working, there could be a fuse blown if the odometer is digital. If the odometer is not digital, then a gear is broken in the speedometer cable. It should be replaced.
Anyone can sell a car with a broken odometer legally by disclosing in the bill of sale that the "true mileage is unknown". Contact your local DMV - some states (I believe California is one of them) which forbids any car to be sold, or operated without a functioning odometer.

Perhaps the cable leading to the odometer has broken or come detached from the transmission housing or from where it screws into the back of the odometer itself.
Tire size may be off. Previous owner might have turned it back to improve the value of the car. It might be broken. IT might have been broken eariler and replaced with a unit from another car of another mileage.

You don't. There are reasons you aren't allowed to tamper with an odometer. If you have an old jalopy you might be able to replace a broken drive cable, but you can't even do that with a modern digital one. You have to get it replaced.

Sorry, you can't do anything other than replace the speedometer itself. The speedo is driven by a magnet system which also gear drives the odometer which is tamper proof. Check with a dealer in your area and depending on state law, you may be able to get a used speedo unit from a recycling yard and the dealer will place a sticker on the car verifying actual mileage. ^^ That is incorrect, it is not tamperproof. The way to fix this is to replace the odometer gear itself. The gear costs $28. You need to remove the speedo from the instrument cluster and tear the back of the odometer apart to replace the broken gear. The following weblink explains it in better detail than I could. Because your odometer, or something connecting the odometer to the battery, is broken. Most likely the odometer is the problem if the rest of your dashboard is working fine.
