If you removed ALL emissions equipment, the question would be hard to answer, in theory anyway. Removing individual equipment such as your Catalytic Converter would improve exahaust flow and improve gas mileage. Removing your Oxygen Sensor would most likely decrease gas mileage because the Oxygen Sensor helps control the air/fuel mixture.

On vehicles built within the last 12 years you will get no improvement in mileage if you remove the catalytic converter. Besides, it is illegal to modify the emissions system in this manner.
removing the catalytic converter will give you about a 10-15% power gain problems is with most the newer car there all obdII and if you take the converter off you will set a check engine light and the computer of the car will still try to fix the fuel air ratio which will kill your gas mileage if you want the power gain and still be able to pass emissions and have no fuel map problems get a 3" high flow converter it would be like removing the stock 1

EGRs decreased fuel mileage, SCR/DPF/DEF decreases fuel mileage, 2007 introduced Ultra Low Sulphur Diesel - which is a less efficient fuel than the previous low sulphur diese - all in the name of emissions. Turbocharging remains the best option to improve diesel efficiency.
