No you cannot. You will have to get your Arizona license reinstated first.

We recently moved here from CA and don't have a AZ driver's license. We are thinking of buying a used pickup truck from an individual in Phoenix and want to know if we can buy it without an AZ driver's license.
Yes, putting a car in your name is still possible with a suspended license. All you are doing is changing car ownership. There are also fees to change ownership. They will send you a new title to the vehicle in the mail.Division of Motor Vehicles is a separate entity from the Driver's License Division.Transferring a Title and RegistrationTo transfer a title and registration, you must have these items:A completed, signed Title and Registration ApplicationA signed and notarized vehicle titleA lien release, if applicableAll applicable title and registration feesAny other documents that apply (e.g, original or certified copy of power of attorney, personal representative papers, etc.)If there is a lien on the vehicle that has not been paid off, written permission from the lienholder/lender will be required to add or delete a name.
so whats your question???you can register a car in any state as long as you have a current and valid drivers license, the two dont have to be from the same state. for a while i had a NV DL, with my car registered in AZ, i even had the insurance on the can in NV. so i know is possible.
