You don't torque rocker arms. you tighten them until the engine starts to stall/sputter; then you loosen them up a quarter turn.

With the engine at #1 TDC, adjust 1,2,5, & 7 intake and 1,3,4, & 8 exhaust for 0 backlash plus 1/4-1/2 turn, then rotate engine one revolution for #6 TDC and do the same with the rest of the valves. These instructions apply to hydraulic lifters only. For solid lifter cams, follow backlash specifications on the manufacturer's cam card.
