You have to remove the steering wheel, and it requires special tools.
To change the ignition key cylinder on a 1999 Buick Regal when the steering wheel won't turn and the key won't engage, first ensure the steering column is unlocked by gently turning the steering wheel while applying pressure. Next, disconnect the negative battery terminal, then remove the steering column covers to access the ignition assembly. Use a small flathead screwdriver to press the release tab on the ignition cylinder while turning the key to the "Run" position, allowing you to pull out the old cylinder. Finally, insert the new ignition cylinder, reassemble the steering column, and reconnect the battery.

Well, it sounds like the chip that is in your key may have broke or got stuck on a part of the ignition. I had that problem. This happened not long after I had had to have the ignition replaced?!?

I believe that the switch is located in the ignition cylinder (which you can get from any auto parts store). Unfortunately you'll need a steering wheel puller and a tilt removal mechanism before you can start with that.
