Let's see I'm gonna try and answer this from memory, it's been a while since I've done this. I have an 86 Toyota 2x2 pickup. I think the key is necessary to do it this way. There is a stainless pin on the bottom side of the lock cylinder which has to be depressed. I think it's possible to get to it without taking the steering column cover off but maybe not. Depress the pin and turn the key back to the locked position I think and the cylinder should be able to slide out. This procedure may not be exactly right but should be close enough that you can figure it out from there. Without the key I think it might require drilling out the lock cylinder. if it is the ignition lock cylinder, first disconnect the battery, you need to remove the steering wheel ,turn signal switch , etc, then you need to insert the ignition key into the lock cylinder, turn it to the run position,then pull the cylinder out, reverse the operation to install the cylinder,
On a honda, the ignition mount had "Shear bolts" with no heads on both sides. I used a Dremel tool and made a notch for a screwdriver. Worked great.
To change the ignition lock cylinder in a 2001 Chevrolet Tracker, first disarm the air bag system. Then remove the clock spring assembly to be able to remove the old ignition lock cylinder and replace with a new.
There will be a pin on the front bottom of the cylinder housing. Turn the key to the on position then push the pin in and pull the cylinder out.
If you are talking about the ignition lock cylinder, the steering wheel must be removed and the column disassembled to access a lock screw which holds the ignition lock cylinder in the column. There is no specific lock cylinder named key lock cylinder.
When you say program, do you mean make the ignition cylinder so you can insert the key and turn it to start the vehicle? If so you can bring it to a lock shop and have them program the key.
