If it is a 16V engine then the thermostat housing is on the right of the engine looking from the front, under the coil pack, follow the top radiator hose to find it quickly.

It depends. If you change the 'i' in 'Fiat' to an 'L' it makes 'Flat' as in flat tires. So frankly, no. I wouldn't buy that car for your first car.
