If you are referring to the water that drips from the exhaust when the engine is running, it is formed by the burning (oxidation) of the carbon and hydrogen that makes up the gasoline. When the carbon/hydrogen molecule combines with oxygen during the burning process, carbon dioxide and water are formed. The water vapor condenses into liquid form as it passes through the exhaust and we see it dripping out as water.

Your 98 crv stopped running while you were driving only 30 miles an hour but you were able to retart it two or three times and made it home What is causing it?

Am not familiar with that type vehicle, but I have had that problem. If your vehicle has a carbruator with a sediment bowl, it could possible be water in the bowl. This would allow gas to flow over the top of the water until you start to accelerate too much and draw the water from the bowl. After engine quits the water settles back to bottom of bowl and you can restart engine, as the gas lays on the top of the water. Worth a look. josney613@hotmail.com

Why is water good to use in a car engine?

Water is good to use in a car engine for a couple of reasons: 1) To clean the engine out 2) If it's a water-cooled car engine, it's good to use so you don't over-heat and destroy the engine. Please be aware that today's modern engines are made out of aluminum, these engines require the exact mixture of coolant and water required in the owners manual or serious corrosion will occur.
