I don't know of many "car taxes", but there are several different taxes involving cars you could be speaking of. Sales Taxes or Porperty Taxes are 2. Or do you mean registration fees?
Each is handled by a different jurisdiction; simply calling the one your worried about will probably get your status.

Regarding the first answer above . . . I was assuming the writer was asking about excise tax, since all other 'car taxes' are paid at the time of purchase. You CANNOT find out if you owe excise tax UNTIL you are sent a bill. This will not incur any of the penalties specified in the second answer.
