I just bought a 1997 accord with this problem. It turned out to be a small rubber piece inside the lock actuator. It stops the solenoid at the end of the gear which locks the door.
If you have a torque converter lock all the time problem when hot replace solenoid under driver side cover of transmission .
the lock up solenoid is located in the transmission pan, right next to thefiller tube. you will see an electrical connector right next to the filler tube. that is the connector to the lock up solenoid.
