disconnect the battery , remove radiator top cover and remove the fan remove the pulley on the front of the pump the bolts are a10mm .there are two 15mm bolts in the front only remove the bottom bolt and get under car and there's a 15mm bolt that is mounted to the a/c remove it also pull the pump up and it may be tight but it will come out. Don't replace the pump just buy a smaller belt and plug the hoses.
If you have the 4.1 motor and its front wheel drive... Standing on the passenger side of the car looking at the front of the motor... The steering pump should be on top to the right...the next pully down closest to the radiator is your smog pump. I desperately need to know how to take it off without pulling everything. It seems the last bolt is right against the exaust. I also need to know the est.hrs. to replace the smog pump. cbdoc225 at yahoo.com
Get a carb. and you can eliminate alot of the unwanted mess in the engine bay.

Or you can get the whole pulley system from a 1970 cadillac and it totally bypassis the smog pump and the put caps in the holes in the heads
The smog pump is located behind the headlight on passenger side of car in the 1999 chevy malibu v6 3.1. I know this cuz mine is "possessed" and doesnt like to shut off. I actually had to unplug it. Of course inspection is coming and i will need to replace it soon.
