I worked at a Toyota Dealership, a lot of times when new keys were cut they'd need to be programmed. I work and live in New Zealand by the way.
Unfortunately the owner to my understanding couldn't program/re-program the key, you must take it into your dealership to have it done. It involves the key itself in the car with the Toyota Mechanic doing a code via opening and closing doors, it's a weird process. But that's how it's programmed. I don't believe it can be done yourself. It's a security measure.

If it is the same as the 306, which I would of thought likely, off the top of my head you get your spare key and set it to 'a' position in the ignition barrel. The new remote key you then point at the infra red receiver and hold the button down for 5-10 seconds. Hopefully then if you remove the spare key, the remote locking should then work.

To convert a center locking system with a key to remote locking, you'll need to install a remote central locking kit designed for your vehicle model. This typically involves replacing the mechanical lock actuators with electronic ones, connecting them to a remote control receiver, and ensuring proper wiring to the vehicle's power supply. Follow the manufacturer's instructions for wiring and programming the remote, and test the system to ensure it functions correctly. Professional installation is recommended if you're not familiar with automotive electronics.
