I worked at a Toyota Dealership, a lot of times when new keys were cut they'd need to be programmed. I work and live in New Zealand by the way.
Unfortunately the owner to my understanding couldn't program/re-program the key, you must take it into your dealership to have it done. It involves the key itself in the car with the Toyota Mechanic doing a code via opening and closing doors, it's a weird process. But that's how it's programmed. I don't believe it can be done yourself. It's a security measure.

If it is the same as the 306, which I would of thought likely, off the top of my head you get your spare key and set it to 'a' position in the ignition barrel. The new remote key you then point at the infra red receiver and hold the button down for 5-10 seconds. Hopefully then if you remove the spare key, the remote locking should then work.
