You can't, It's not adjustable what so ever. There is another problem somewhere if it's idleing to fast are to slow. The Idle speed is controlled by the ECM/ computor.
An idler gear is a gear which connects two other gears so they will turn in the same direction. :)
There is a small bearing in there and sometimes they just fail. The bearing can't really be changed so you'll have to buy a new or used idler pulley.

Not sure if the 92 is the same as the 91, but on the 91 you need to loosen the adjusting idler on the alternator on top and the a/c idler from the bottom. remove the a/c belt & install the alt. belt, make sure your route is correct between the two guide as the belt goes up to the idler... hope that helps.

there is not a specific torque for the idler pully. tighten it up with a ratchet and it will not loosen up
