I think about 18 gallons. With the lowest I've ever gotten my tank it took about 16.5 gal to fill it. And there was still a little bit of gas in the tank. So I'm going to guess about 18.

I have a 1993 Ford Explorer. There is no fill plug for transmission fluid. I imagine that the 1994 Ford Explorer would be similar. To fill, use a funnel and pour the transmission fluid directly into the tube that holds the dipstick. Do not fill past the full line on the tank below.
The manual transmission does not have a dipstick , there will be a fill plug somewhere on the transmission body
