How would I know if The PCM is not working, fuel pump and the ignition is not starting and theres no spark to the spark plug or to the distributor it has no spark to the spark plug or to the distributor it has no juice when you try to start the car. Fuse box is working on both ends. I checked the coil and its working. My car is a 1997 Doge Neon.
Start by having it checked for trouble codes.
If the PCM is not working; the easiest way to check for a PCM problem is by turning the ignition (the key) from position I to II, do not start the engine. The CEL (check engine light, yellow in colour) should light for 3 seconds and then turn off. If it does not turn on, then the PCM is not working correctly or there is no power going to the PCM. Then I would start by checking the PCM fuse and checking if there is power going to the PCM. Earlier model neons have PCM problems. Only a retarded manufacture puts the PCM under the hood exposed to the extremes of the elements. Honda is better, put it inside the car were is belongs!

If the Neon's are both the same year and have the same engine type then the PCM should swap out ok. If the engines are different then the PCM may not work properly.

Well yes you can swap any engine into any vehicle that you choose. Swapping in the neon motor would require the PCM, wire harness, motor, trans, and possibly the key switch ( if your neon had the SKIM anti theft system, unless you go stand alone fuel management and eliminate the stock PCM ). The funny part about this is that Im considering the opposite dropping a chevy 3.1 and 5spd from a 89 cavalier z-24 into my 2001 Plymouth neon. I just think the chevy motor is way more reliable then the the 2.0L.

I have a 1997 neon and I reset mine by disconnecting the battery for a few minutes. I hope this works for you. I have a 2005 Dodge Neon and I found out and know for sure how to do it you have to remove the fuel pump fuse that is under the hood cause the pcm runs through that fuse always
