In (my) order of probability

  1. Bad bulb, On some older systems a bad bulb that you don't even know is a signal will cause things not to flash
  2. Flasher, There is a little device (may be two) that makes the system flash, usually mounted in or near the fuse box
  3. Bad ground somewhere in the system can cause the flasher to think there is a bad bulb.
  4. Signal light switch
  5. Bad body control computer in newer cars.
