I'm not a mechanic / technician but the 2003 Ford Expedition Owner Guide
shows that the passenger compartment fuse panel and power distribution
box are combined together
They are located behind the kick panel in the front passenger footwell
Apparently the kick panel swings out for removal to gain access to the cover on
the fuse panel ( so I guess the answer to your question would be NO )
