Yes and no. They are headquartered out of Texas so that kind of makes them American. Ultimately tracing the origin of a single gas brand is difficult because it all depends on where you live. All of the low octane (85 or 87) gas in an area usually comes from the same refinery and is the same stuff at each station. From there many companies will add their own special additives but the base gasoline is the same at every pump. So, it all depends on where your nearest refinery sources its crude from.
Now, different companies own different refineries with different capabilities so that also plays a role in sourcing. For example Shell is the highest importer of Persian Gulf crude because their refineries are capable of handling the higher sulfur levels whereas Sunoco imports zero Persian Gulf oil because they can't deal with the high sulfur levels.
Valero gas is owned by valero energy based in San Antonio, Texas. http://www.valero.com/AboutUs/

Valero exports a majority of fuel products to Mexico, Central and South America. Valero is one of the few refiners that can handle the thick oil from the shale and tar sands at their Gulf coast refineries.
Citgo and Valero use Venezuela oil. Sonoco does not.
