No, it's brake fluid. The master cylinder is leaking out the back and running into the brake booster. The booster is half full and fluid is coming out and running down the rod that connects to the brake pedal The above answer is the most likely cause, but if you are certain that it is Power Steering fluid... here's a theory. Some vehicles do use a hydraulic power brake system that is powered off the power steering pump. It is possible that the system could be leaking near the location where the pedal plunger is located, thus allowing the fluid to leak inside the vehicle. Where on the rack is it leaking? if it is a union (where the hydraulic pipes and the rack meet) then you may just need to tighten up the union, however if it is leaking from the steering rack gaitor then it isn't as quick as doing up a bolt. The only way to solve a leaking power steering rack, if it is leaking from anywhere other than a union, on the sharan (7M0) is to replace the rack, it is a fairly simple job that any practiced home mechanic with the correct tools can do.
