He was a Democratic member of the US House of Representatives representing Memphis, Tennessee area for 11 terms from 1975 until retirement in 1997. He was also the first African-American to represent Tennessee in Congress. He supported Carter's initiatives to rebuild central cities and opposed Reagan cuts to programs such as Medicare and food stamps. His effectiveness in Congress was diminished following bank fraud charges in 1987. Ford denied the charges and was tried and acquitted in 1993 of all charges.
