An engine with a bad intake valve is likely to backfire frequently. This can easily destroy a carbuerator or throttle body. The same symptoms can be caused by a poorly adjusted rocker arm or poorly timed cam and distributor.
With a bad/burned intake valve the engine will idle rough with a skip and lose power. The cylinder in question will test low in compression. If the valve is damaged bad enough the engine will make a popping noise through the carburetor or throttle body especially during acceleration.

If the carb is blowing air OUT instead of sucking air in then you possibly have a bad intake valve. As the piston comes up then the air is forced out the intake valve and back thru the carb. Another possibility is that the timing chain or timing belt is broken and then the piston again is pushing the air out the intake valve. The definitive test would be to run a compression test.

NO! You could run a compression test on an engine with NO intake manifold installed, so a leak of any size will not affect compression. The only things that usually affect compression is your rings, valves, and valve timing. if you have low compression on only one cyl, then valve timing is probably OK. With the piston at TDC removed the spark plug and introduce low pressure air (20psi) into the cylinder. If rings are bad, air will go into the crankcase (air comes out the oil cap), if air comes out the intake, you have an intake valve concern, if air goes out the tailpipe, you have a exhaust valve issue......Good Luck
