The evaporator coil is starving for refrigerant. Basically what is happening is the refrigerant pressure/temperature is low enough to cause the humidity in the air to freeze on the evaporator coil. This cause a air restriction, hence insufficient to no indoor air flow.

Usual common cause is a low charge of refrigerant or a restriction in the metering device, although not the only possible causes.
