It does heat the house slightly. The heating is equal to the number of Watts of the fan. Why does the fan run all the time even when to heating is on? Because it is a silly design or the activation switch is stuck on.

The fan relay is most likely stuck closed. Remove the relay to see if the fan stops running, if the fan stops, replace the relay.

The fan will ALWAYS run, regardless of the temperature. It may speed up as the load increases, but it should NEVER stop. This will cause the CPU to overheat and fry.
It will run continuously if the refrigerant charge is off. The compressor, condenser fan and inside blower fan should all run at the same time. If your thermostat shows that the unit will not keep up, it will not stop. If the unit used to cycle ok, clean outside coil, change filter inside and put a thermometer on the register closest to the air handler. It should be around 52-60 degrees F.
