Depending on time of day and traffic, and where in Toronto you're going, you can get there in about 1.5 hrs of highway driving.

[Hmm, Question was from Cobourg ON, to FortErie ON?]

Google Maps ,shows the driving Distance as 268 Km.

Assuming you had no traffic Jams, and were travelling at 100km/h you *could* ahemmakeit in 2 and 3/4 hours.

Usual Weather conditions in the winter plus the perpetual state of road repairs through Toronto, never mind the traffic, You can add a half hour or more for snow or rain, and depending on the route, you could add another half hour for traffic jams at the more common road intersections with Hwy401.

Three places come to mind Hwy 404/DVP; Allen Road; Hwy 400, at the QEW end, the junction with Hwy403 in Oakville is a frequent delay.
