That depends on what kind of auction you want to get into. Private auctions are usually b2b and would require a tax ID and/or DBA. City /state /county Government auctions can be open to the public pending a few requirements.

I would say all of the street cars have their licenses, otherwise they would get a ticket. The racecars need a license too, but a different/special kind.

you will find cheaper cars at auctions but prepare to have to fix whatever is wrong with them and some have no titles and that is expensive to fix as well. Youre better off buying used.

You would need a taxi and livery class E license for that. They are for people 18 and over operating passenger cars and trucks and also for-hire vehicles that carry 14 passengers or less.
Well, from my research, you only really need a California dealer's License, there doesn't appear to be any other specific title for it, no serial number that I could see. But it is what you are required to have to buy and sell cars as a buisness in the state of California. It allows you to attend car auctions that only other dealers may attend, cars that are often sold below wholesale and these tend to even be around the country, so I am guessing other states must have similar licenses as well.

It greatly depends on what kind of license to perform what kind of profession you are referring to. Expungement does NOT seal your record from the courts, law enforcement or government agencies conducting background checks. It only seals your record to public inquiries.
