i think the text book answer is that for Air Conditioning you set it for a 20 degree difference between outside air and inside. That would mean, though, that a 95 degree climate would yield 75 degrees inside which I don't think would please many folks. Also, cooling not only reduces heat but also humidity. So if you have an over large A/C in a small room it will cool the room quickly but not remove all the moisture so you get mold and stuff and risk legionaire's disease.
