a short circuit. Somewhere the wires are shorted and drawing power from elsewhere, you could remove and replace the fuses one at a time to give you some clue as to where the power is being drawn from then consult a wiring diagram to chase the short down.

The indicator flasher unit in your 1996 automobile is located beneath the dashboard. The unit simply plugs in and out.
Push the indicator stalk forward
Behind the near side front indicator unit. Take out the headlight and the indicator with the three wing nuts/screws and you have access to the horn unit there.
