What would cause the brake light to stay on in a 2001 Honda Accourd even if the emergency brake is off?

Something needs to be looked at. My daughter had the same thing then lost her brakes completely. Found the brake line broke ended up replacing all four rotors and brake pads. They had to remove the gas tank to replace the line and also replaced master cylinder. $1900.00 at a Honda dealership in Pittsburgh PA.
