Check that the correct bulbs are in the tail lights. The base of the bulbs should have two contacts on each of them. One for stop light, the other for tail light. If there is only one contact, then the stop and tail circuits will be bridged together, thus every time you apply the brakes, the stop light circuit will feed back via the incorrect bulb contact into the tail light circuit and thus into the front lights which are connected together. Also check in the trunk that nothing metallic has fallen against the back of either of the tail lights or chaffed through any of the wiring in the trunk
