more likely the throttle body may needs cleaning....sometimes theres a leak somewhere in the vacuum hoses/lines...very seldom..the accelarator mechanism has some rust and needs a bit of oiling
Depending on the transmission type, the neutral safety could be located in several places on the transmission. If the switch is bad, the Rodeo could either start in any gear, or not start at all.
You could start by learning how to properly speak the English language instead of butchering it.

might have a blown head gasket
Check the Rodeo choke to make sure that is closes when its cold. A bad choke will give you starting problems in the cold.
