The Nissan Terrano is manufactured in Spain and sold in Europe. I don't know the regulations there, but any car sold in the US on or after 01Jan1996 the OBDII port must be within 3 feet of the driver and require no tools to access. But that does not mean it's in plain sight, sometimes hidden behing ashtrays, cupholders or the like, but usually right under the dashboard

It is important to know where all the electronic parts of a car are located. The diagnostic port of a 1999 Buick Century is on the driver's side, underneath dashboard, in the area under the steering wheel.
