The fuel filter is located at the back part of the fuel tank near the left rear wheel. It's up behind the fuel tank so the fuel tank straps must be removed and fuel tank lowered (not necessarily removed completely) . There are two parallel straps that runs along the length of the car that holds the fuel tank. The left strap actually hold the fuel filter in place with the back rear bolt.

I have a 1999 Dodge stratus and changed my fuel filter today. I was able to do it in my driveway using a simple car jack to lift the left side of the car so I could get underneath. It helps to have your fuel tank close to empty as possible so it won't be as heavy when removed.
