The hazard switch is located on the button itself. In a 1999 Honda Civic find the hazard button, which is located on the dashboard.
You may have a bulb that is burnt out, also check the fuse just in case. there is also a turn siganal flasher that's in with the fuse, if it has gone bad the hazords will not blink nor will the turn signal. It will just light up an not blink.
Well if you home is in California you are in a hazard location but if you are by New Jersey you are not.

Sounds like an alarm system most likely check under dash or hood for alarm and disconnect. Also could be a bad hazard switch.

The fuse for hazard and signal lights on the Nissan Serena is in the fuse box, bottom row. The flasher fuse for hazard and signal lights is located in the dash just to the left of the radio.
If the lights come on but do not flash, replace the flasher relay. If they will not come on check the fuses.
