Honda is always a good choice. Dependable and high quality.
Also Yamaha, and I hear Vespa is just as good in quality.
NEVER get a Chinese built Moped, they are very cheaply built and simply do not last. Leave out or drive in the rain and your Electrical parts will stop working. Kick start it for a couple of months like maybe twice a week, even being gentle, and the engine will strip. Don't start it for a week and your battery will be dead. Half the time things are hooked up wrong and won't work right, on and on. I hear people in perfect situations sometimes don't have problems, but frankly it's just not worth it. Owned two Chinese mopeds and both had lot's of problems.
Better and much more worth it to spend the money on the above more expensive brands. They are more expensive for a reason, much higher quality parts. A good quality moped should almost last forever, like a motorcycle. Fine to buy Chinese if you're getting certain things from Walmart, but NOT for something like a moped/scooter. It's just not worth the aggravation and wasted money.
That is a matter of personal opinion and is also influenced to some extent on the use you intend for it. If you like to go off road then a Trails or Enduro Moped would be best. If you care more about speed then a Sports moped would suit you best and for economy a commuter moped or scooter.
