The inner fender is plastic and obviously has come loose. Take off the tire and put a screw to hold it into it's place.
Chances are that your right inner wheel well is rubbing against the tire like it did with my daughters Tribute. Did you have a slight fender bender on your left front bumper? The fenders are plastic and will pop back out and will thereby "fix" your rubbing noise. Check both wheel wells, as well.
Yes, if the plastic is left in it for long periods of time it will dry rot the plastic when it is removed from the rubbing alcohol.
An expert would have to hear the noise. Some possibilities are dry top bearing of the shocks, horn ring loose in steering wheel, tire rubbing on frame - -

The chirp is made by rubbing their left forewing against their right forewing.
Have that tire checked sometimes the belts inside can break and cause a thumping noise
it could be belt pulley rubbing on the timing belt cover or it could be the berries in the wheel but if its making grinding noise while ilding then def check your pulley make sure it isn't rubbing on anything or it could be the flywheel theres numbers of things to check over for the grinding noise
