could be the float in the gas tank. or the ground wire is loose if the needle on gas guage fluctuates.

The gauge, wiring or sending unit is bad.
I am willing to bet that you have had someting inside your gas tank or dash worked on recently. The issue is that the plug for your sending unit is on backwards or the wires to your gauge are reversed.
from what i hear this can happen when someone tries to syphon your gas tank it breaks the little meter inside your tank
The gauge or sensor needs to be replaced.
There is a sending unit laocated at the fuel pump that sends info to the gas gauge. This can malfunction with no reason at all. I am betting that this is the reason since your gauge still moves. If the gauge is bad usually it wont move at all and is not a common thing now a days anyway. The sending unit is more common. Hope this helps.
