Could be a bad starter solenoid (return spring not strong enough to disengage) Could be a bad ignition switch (does it release if you shift to "Drive"?)
It turned out to be the alternator going bad. Replaced alternator. No more growling.
No, there were not any recalls for the 2004 Chevy Cavalier. Though many people have reported problems with the dashboard lights going out.
allright you are going to have to jack the car up on jackstands, and you will see the starter going on the side of the engine block.

It could be the starter drive, the solenoid, or the ring gear itself. Best to pull the starter out of there and see what's going on.

It started with my speedometer going out and then my rpm went out and so on. My mechanic told me that Chevy should have recalled this but didn't....
