You have to install the thermostat with the jiggle valve in the 12 o'clock position.
The thermostat is not opening up enough,

The fusebox for the 1997 Toyota Camry there are 2 or more: 1. to left of steering column, it is a pullout on the dash. 2. under the hood to the right there is a box near the fender and it even has extra fuses in there 3. depending on where the car was mfgd, maybe even one on either side of the radiator under the hood
