On the opposite side of the fuel pressure regulator is the fuel damper Toyota P/N 23207-65010 1991 3.0 V6 was my issue. Part is $$$ at dealership remember amazon free shipping....? Have to remove the air plenum. keep your vacuum lines in record. Take pictures of everything with iphone so u can go back and connect the lines correctly.
The fuel pump on a 1990 Toyota Camry (4 cyl or V6) is located inside the gas tank.

Look under vehicle along frame - follow the fuel line from the tank
To check the fuel pressure on a 3.0 V6 Toyota pickup, you'll need a fuel pressure gauge. First, locate the fuel pressure test port, which is usually found on the fuel rail. Remove the cap from the test port, then connect the gauge to the port and turn the ignition key to the "ON" position without starting the engine to allow the fuel pump to pressurize the system. The gauge should read between 30-40 psi; if it's outside this range, it may indicate a fuel delivery issue.

fuel rail leaking or on the fuel side of rail there is a "O" ring in line to seal it from leaks. if it is leaking, release fuel pressure from system, take out main fuel line to fuel rail and replace "O" ring on end of line.

yes it does if your water pump is leaking its most likely from there and you will have to get a new water pump installed.
The fuel filter is mounted under the vehicle on the frame rail directly over, and somewhat hidden by, the crossmember.
