I had this problem in my house. Sorry I do not know all the technical names of things but I will describe as best I can. Both the inside air unit with the blower and the outside air unit seemed to be working fine. They would both come on but no air flow and house was heating up more and more to above 90 degrees. The only evidence was that the pipes on the outside unit were freezing up. I would turn the unit off and it would thaw out pretty quickly but as soon as I turned it back on it froze quickly. I had taken the filter out because it was severely clogged. I had been really sick for the last 2 years and let things go really bad. I realized I had only changed the filter twice in two years(really really bad for ac). Removing the filter did not fix the problem. There was still not any air flow. So what happened was that the blower was trying so hard to suck air through the air duct with the clogged filter that it pulled an inner lining of the air duct loose and produced a big bubble of plastic and a serious blockage of the air duct. We had to reach into the air duct to loosen the plastic and press it back into place and tape it down with packing tape. So far it is holding. I let the unit run with just the fan over night to make sure any ice that had built up on the coils had melted. All night long the fan ran just fine with no blockage. At noon the next day I turned it on to cool and immediately the house began to cool down and we had good air flow through the vents. Also no more ice on the pipes. We are so relieved. No tech was needed and lots of money saved. I learned my lesson with the filter and will never let it go again. I hope this helps someone.
