It could be that the engine is idled to low.
A2: There is an idle solenoid to boost idle speed when A/C on. It may be defective or there is a wiring problem; switch, fuse, etc. It may also not be adjusted right. Look at the far side of it (Not the throttle side) ; it should have a wrench adjustment. Give it 1/2 turn clockwise and see.
If your engine fan turns on when the engine is not running it is because the engine's coolant temperature is above the factory preset level at which the computer turns on the fan or fans to cool the engine back to normal.
For most vehicles, the fuel pump only turns on briefly when you try to start the engine. If the engine doesn't start, the pump turns off. You need to test the fuel pressure with the engine running.

If you are parked with the motor running, engage the parking/emergency brake. Turn the ignition off and restart the engine. The daytime running lights should not be on.

The AC compressor turns off while the fan keeps running to circulate air and maintain ventilation in the room. This helps prevent the room from becoming stuffy or stagnant, even when the cooling function is not actively running.
If you want to turn off the running lights off try to engage the emergency brakes. I have a 2000 Montana and that works.
