Blockage in the fuel line, remove the fuel line at the fuel pump, and use compressed air to blow thru the line from the feed to the fuel filter, if it blows thru then you dont have a blockage, make sure your fuel pump is coming on when you turn on the key, if not check to see if you have 12 volts at the pump when you turn the key on, if not check the fuel pump relay, if you do have 12 volts at the pump when you turn the key on, check the connections on the fuel pump or replace the fuel pump with a new one. make sure to disconnect the battery before removing the fuel pump.
If you hear the fuel pump run that is a good sign it is working however, a fuel pump pressure test would tell you if the pump is meeting the required pressure.
yes, the purpose of the relay is to signal the pump to turn on and off, if its not working at all the fuel pump will not turn on.
use a fuel pressure guage or get someone to turn the key in the on possition while you listen you will hear it come on

Sounds to me like you could have a clogged fuel line. That is if the fuel pump does turn on when you turn the key, if not you might note have power going back to the fuel pump. I would check the voltage on them then go from there.
