Something is shorted to ground on that circuit
I would suspect a ground problem. Saying that, check the brake light switch.

Any time you have an strange problem with lights it is a poor ground. Your tail lights are back feeding through the brake lights instead of going to ground. I would start by running a jumper wire to the tail light and brake light ground and I would guess the problem would be fixed. You might also want to look at your break light failure indicator. It commonly goes bad in these models.

I had a similar problem with a Pontiac some years back. It was a bad dashboard ground. It may not be it, but I would start there.
They have a bad ground, if you notice all the other lights back there will be dim also. You need to track your ground wire or check your light bulb socket and make sure its getting a good CLEAN ground.,
Yellow lights are recommended. white lights reflect off the fog and back to you preventing you to see through the fog. The lights should also be as close to the ground as possible.
