it happens a lot, you don't have to do it if you don't want to but what happens is the person that bought the car probably did some work to it or the car sat for a while and now hes ready to get it on the road but cant find the title. technically he broke the law by not registering the title, so he basically held an open title, its not legal because you still the registered owner, you probably even getting taxed for it still.. if you want to be a D**k.. I mean a mean person, lol.. you can say you received the tax paperwork and say you want the car back, and if he doesn't have a bill of sale, or the title.. he has to forfeit back the car because technically its still yours since he never registered it.
