Yes. If you've only had the one DUI, it was eight years ago, and you've kept a pretty clean driving record since, you might receive some scrutiny over the DUI, but I don't think it'll bring a lot of bias against you in finding employment with an entry level company.
Someone with or without a CDL could get a DUI for even less. The law isn't that, "if your BAC is below this, you won't get tagged for DUI". The BAC limits are only the point where you MUST be cited for DUI - all an officer has to do is believe you to be impaired, and you can be cited (and arrested) for DUI.
You can. Don't be too optimistic expecting anyone to hire you with a driving record like that.
If you were arrested, convicted and sentenced, you had better. Especially If you are applying for a CDL, anywhere, you had better disclose it because they will check all interstate DMV records. In this day and age of computerized records you very seldom can get away with not disclosing the information. Best thing to do would be to ask the prospective employer if such information would be relevant. An old DUI arrest may not be of any interest to them for whatever job you're seeking.
Be truthful ! They will have ways to find out anyway - so why lie ! If you say nothing - you could be working there for months before they find out - and you'll be instantly sacked !
It depends on the company and the type of work. I would suggest being as honest as possible with correct dates if an app asks for such information - seeing the infractions were 8 years ago with nothing since speaks in your favor.

To find the date 8 years ago from today, simply subtract 8 years from the current year, 2023. This brings us to 2015. Therefore, if today is October 4, 2023, the date 8 years ago would be October 4, 2015.

In many cases you can, if the Housing Authority catches wind of it. You see, one of the basic rules of maintaining your voucher is that you may not consume alcohol in excess or enough to threaten the health and safety of your neighbors or damage to the dwelling. However, first-time DUI charges, unless felonious (such as a DUI accident with personal injury or homicide), are rarely reported to the Housing Authority.
