If you meant "Why is there a vibration, or vibration like sound when I'm driving" it is because either the drive-shaft is dented or one of the balancing weights is removed. Or basically it is not balanced, therefore vibration occurs.
Vibration can be reduced by using vibration-dampening materials, proper alignment of machinery, balancing rotating parts, isolating the source of vibration from the structure, and implementing active vibration control systems. vibration on one wheel ,and not remedied by balancing usually means the wheel is bent or out of round,or the tire is out of round out of round tire can be caused by hitting a curb,etc and one or more of the belts in the tire is broken.a good tire shop can find and fix this fault
