I'm not sure exactly what you're up to, but I assume you want something other than scraping (aka elbow grease). Altho I've never tried in on foam insulation, I know that brake cleaner dissolves most any hard foam I've let it touch. Ever seen the movie Aliens? When they do the acid scenes the metal is actually hard foam like that which your electronics are packed in, and they spray or pour brake cleaner on it. Yes it works that fast. Now insulation foam is a bit different, but it's worth a try... Brake cleaner used to be made of 1,1,1 Trich (Google it if you like), it's nasty stuff and therefore been outlawed, at least here in the US. So now brake cleaner is made of various other things like alcohol, acetone, and misc others. It isn't as effective but give it a shot, and if one brand doesn't work try another with different ingredients. You can still get the nasty stuff in the form of Electric Motor Cleaner or Contact Cleaner also sold at auto stores, but it's much more expensive. Carb cleaner is another good gleaner but it's not as clean and stinks. I keep all flavors on hand for various cleaning things, like stripping a surface of oil before paining, or label/goo removal etc, even for cleaning leather seats where normal cleaners won't touch, just be sure to treat the leather after with the proper oils because it strips oil. Also be careful using them on plastics, because like with foam, it can melt the surface and ruin the finish. For example I can use brake cleaner on the plastic interior of my car to remove stubborn stains, but it also eats the surface slightly and takes the shine away so you need to use plastic conditioner after, I use Meguires brand and it works great, don't use Armorall on anything, it contains silicone and just makes a mess and causes other problems too. I can use brake cleaner to remove the goo from a label on a plastic bottle with no effect, but the next bottle might be different and it melts the plastic. Again this varies with the cleaner and carb cleaner seems to be the least damaging but the smell....

I digress...

So try spraying the foam in question with brake cleaner and see which one dissolves it. You can also look on a can of foam insulation to see what it say to use for cleanup, it might work too but once foam cures it may be impervious so try another chemical. MEK, Acetone, and other solvents from a hardware store are cheap and may work fine too, the trick is finding which chemical the foam is vulnerable to. Good luck...
