To replace the steering column in a 1997 Grand Marquis, first disconnect the battery to ensure safety. The wiper control module on a 1998 Mercury Grand Marquis can be found behind the instrument panel. It is close to the steering column, on the right side.
The multi-function switch is inside the steering column cover . The turn signal lever and hazard light button stick outside of the steering column cover

On the left side of the steering column there is a light black tab that you pull down.
remove steering column, pull back dash to passenger front seat, you do not have to dis-assemble entire dash panel. You can access plenum (heater box)this way.
